Any tips to make Attract Mode "always on top" in ubuntu?

If I leave my arcade cabinet running for a few days, I'll usually get some system dialog window telling me about an update I need to install, or asking for a wifi password, or something similar. I can avoid most of the issues by turning off networking, but that's annoying for other reasons.

When the dialog windows steal focus the screen stops updating and generally looks terrible, and it requires someone to take out the keyboard to fix it, which a few of the people who use the machine don't know how to do.

I'm running Lubuntu Linux (Ubuntu 17.10 with Openbox), and am not at all married to Openbox. I tried the method here:

That was progress and the dialog windows no longer steal focus, but the game basically freezes on the screen. No more motion, just sounds.

I know it's a long shot, but does anyone have any tips?
