General / How can I create a custom action and map it to a key?

Hi guys. I want to ask if its possible to re-generate the romlist with the press of a button?
I have a custom built arcade cab. and would love to refresh roms without navigating through the menus.
Basically I saw in the input mapping page that I can assign custom actions to a button.
What I want to do is to create a custom action for the creation of a merged romlist for multiple emulators, and map this to a button press, if that's possible.
How do I do that?
I tried some googling but haven't really found anything.
