I have a questions regarding snaps, marquees,etc. when I look for the scrap artwork to sync when the roms using a website: are the images downloaded to my computer meaning all snaps, artwork need to be stored in my pc? I'm asking because I was trying to get the images for MAME's wheel and some snaps for the videos.

I didn't understand 100% your question.
Anyway screenshots, videos, marquee ecc... are all downloaded in your pc.
In Attract mode setting you can choose the folders to use.
If it is not that you wanted to know, please ask using other words.

artwork-filename, needs same name like romfilename.
test123_(J).zip => test123_(J).png

for example my mame settings:
