Which operating system are you using? Windows, Linux, or Mac?
You need to run the program and hit the tab key to start configuring the options.
You might want to start with configuring an emulator, generating its rom list, and then it will automatically create the layout based on that list.
This isn't much of a direction, but at least it should get you to see the configuration options.
