Does anyone know a way to get TeknoParrot running through Attract Mode without rocket launcher?

Yes — you don’t need RocketLauncher at all.

Attract Mode can launch TeknoParrot directly using its command-line support. Set TeknoParrot as a normal emulator and point Attract Mode to the TeknoParrot profile XMLs (not the ROM folders). Use TeknoParrotCli.exe with --profile="[name]", where [name] matches the profile exactly.

It’s faster, cleaner, and avoids the extra layer RocketLauncher adds.

this is my configuration but teknoparrot doesn't start

for each game write a .bat like this
start teknoparrotui.exe --startMinimized --profile=or2spdlx.xml

in d:/teknoparrot link the bat

the last problem is exit from the game

Here is how mine is setup.

First, use the Teknoparrot GUI to add a game.  This creates the game's XML file in the Teknoparrot\UserProfiles directory.

The just point your Attract Mode's rompath to that folder with xml as the rom extension.
